First reading committee administrative files, 1983-1992.

The purpose of the Governor's First Reading Committee is to review bills that have been introduced in the Legislature and to make a recommendation to the Governor. The committee evaluates the bills and recommends that the Governor either support, veto, or take no position on each bill. Each bill is assigned to a member(s) of the committee whose agency may be affected by the proposed legislation. The committee member then reports his or her recommendation back to the committee. The committee is comprised of representatives from each of the following state agencies: Revenue, Retirement Systems, Highway, Department of Industrial Relations, and the Governor's Legal Office. The Department of Finance has a representative from the Executive Budget Office and the State Comptroller's Office. The Chairman of the committee is the Assistant to the Finance Director. The committee usually meets daily during special sessions and regular sessions. This series contains correspondence, copies of legislation, reports, and other miscellaneous material. Some of the records pertain to legislation that was introduced during the last administration of Governor George C. Wallace. The material from the administration of Governor Guy Hunt deals exclusively with tax reform and education accountability. One box of records contains receipts and communications in regard to the renovation of the state capitol building. These records were removed from the office of Grover Jacobs who served on the committee from ca.1983 until 1993. He was serving as Chairman of the committee at the time of his retirement in 1993. Because these are records kept only by Jacobs, this series does not provide a complete picture of this committee's activities and recommendations.
